Scenes from the Senate hearing

On April 6, 2006, Victor Perlman described the problems that the proposed Orphan Works legislation would cause for photographers and other visual artists. The hearing was convened by Sen. Orrin Hatch and Sen. Patrick Leahy, who had initially requested the Copyright Office to study the issue and present a proposal.
